Trashy Neighbor
By Judd McIlvain, Troubleshooter.
Anna is 86-years-old and has a nice home in El Sereno, Ca.El Sereno is
part of the City of Los Angeles. Her neighbors have nice manicured
yards and attractive homes from the 30s. BUT, there is one resident
whos property backs up to hers and it is a total rat invested
junkyard. There are abandon vehicles, stacks of junk and a loaded tree
trimming truck filled with flies. You can hardly move through the
large back yard because of all the junk stacked everywhere. The junk
yard is fenced with a wooden slate fence so you cannot see the junk
from the side street.
It is quite clear that this residential home property is being used
as a business and a junk drop-off point. Anna says the resident cleans
apartments and does landscaping and dumps all the junk in his large
back yard. LA City Inspectors have been called to the property, and
neighbors say the owner has cleaned up a little, but then he brings in
more junk.
This 86-year-old Senior Citizen should not have to have the
problems of a junkyard abutting her well kept yard. There are health
code violations, fire code violation, and it is a business being run
out of a residential property.
When I tried to talk to a woman who says she lives at the junkyard
home, she quickly told me she did not speak English and started walking
toward her door. Then I said, in Spanish, do you speak Spanish and she
said yes. (Well I also speak Spanish) So she could not escape the
pointed questions about why they had a junkyard behind their home. Her
only answer was we are going to clean up. She told me I would have to
talk to her husband, Francisco, and he was not at home.
The major question is; why doesnt the City of LA enforce the city
codes that are already on the books. If this was Beverly Hills, which
is not that faraway, do you think the neighbors would have to fight to
close down a backyard junkyard? This is a Hispanic Neighborhood and the
residents are trying to keep their homes and streets beautiful. Why is
there a total double standard here when I comes to enforcing city
codes? I will be contacting the LA City Health Department and City
Council.
I will help them fight back!

Note From Editor: Anna says after all the promises her LA City
Councilman Jose Huizar made Judd on hisInternet Troubleshooter Talk
Show, nothing has been done. She says the trashy neighbor is bringing
in more junk. The City violations are all there, but no LA City
Official will enforce them. Anna thinks someone is getting a
pay-off. Anna says I'm in my 80's and I plan to keep fighting back.
The Troubleshooter will continue to give Anna a voice.
